ebe019fb18 repackage mingw installer, with gcc-g++ 
* newer mingw installs a lot more things, installer grew to 70MB
* better to use the mingw-w64 already used to build Qucs

14b81778d4 add Innos Setup for mingw-w64 
* problem is that it cannot install less components, the zip file is rather large
* with MinGW you can select which packages, we don't need gfortran for instance.
